Royal Decree 1007/2023 and Order HAC/1177/2024 establish the verifiable invoice system (VeriFactu). Invoicing software must generate a cryptographic hash chain and send each invoice to the AEAT so that it is publicly verifiable. Application is mandatory from 2025, with definitive transition in 2026. LAVORA already complies.

Questions about VeriFactu

The regulation raises many questions. Here we answer the most common ones.

What exactly is VeriFactu?

VeriFactu is the verifiable invoice system regulated by Order HAC/1177/2024, which develops Royal Decree 1007/2023. It requires business owners and professionals who use invoicing software to generate invoices with a cryptographic hash chain and send them to the AEAT, so that the Administration can verify their existence and integrity.

Is it mandatory for my company?

It is mandatorily applicable from 2025 for commercially distributed invoicing systems. Companies that issue invoices and are not in special regimes that exempt them must have a VeriFactu-compatible system. The definitive transition is set for 2026. What happens if the AEAT goes down or does not respond?

The system is prepared for that. When the AEAT does not respond or there is a network outage, LAVORA stores the pending submission and retries automatically until delivery is confirmed. No invoice is lost and the entire hash chain remains intact and verifiable.
